Oh, I thought they were steel. I've seen people drill them out but I was thinking that it seemed horrible. I just don't want to cut into the trailing arm on accident

I did mine caveman style and uses the drill bit to "saw" through the sleeve and it didn't hurt the arm at all. Just one of those things that you can do carefully. If you drill out enough rubber, you could also use a hammer and chisel to split the sleeve.
